With Mauricio's presence Funes who assumed the presidency of El Salvador, the diplomatic bonds between his country and Cuba were officially reestablished.
The historical agreement was signed in San Salvador, capital of that Central American country, by Hugo Martínez, Salvadoran chancellor, and Alejandro González, Cuban vice-chancellor.
Martínez said then to the press that this “it is an act that bears that El Salvador is to the height of the times and the historical debt is overcome with Cuba... a step that should have been taken a long time ago. In any moment the relationships should be interrupted with Cuba."
The new Salvadoran minister added that reciprocal letters will be sent to request the approval for the shipment of the respective ambassadors.
Esteban Lazo, vice-president of the Council of State who presided over the delegation from the Island to the taking of possession of the new Government, expressed that this fact is the victory of a town that has been able to overcome the pressures and threats to choose with the mind and the heart.
Lazo indicated to be honored by the decision and assured that "the flags of Cuba and El Salvador will wave in our embassies."
In spite of the isolation campaign against the Cuban Revolution orchestrated by the government from the United States, "in these years there was not rupture among our towns", he added.
